Once you have researched a high enough level of Expansion Technology, (see Research for more information) you can construct a new Colony Ship. If you have not reached a high enough level of Expansion Technology, the command computer will notify you of this error when you attempt to construct the Colony Ship. To construct the Colony Ship, select your Central Processor (only your first base can have this structure) and click the "Build Colony Ship" button.

A Colony Ship can be flown to any planet and can place a Command Relay on that planet. Remember that you cannot place more than one Command Relay or Central Processor on any planet. Once the Command Relay has been placed, the Colony Ship will be recycled into resources for the new Command Relay. The new Command Relay like the Central Processor can produce Constructors.
